FBLA is committed to maintaining high-quality and relevant competitive events that reflect current industry standards and student learning outcomes. To support this, all national Competitive Event Guidelines are reviewed and updated annually by the Competitive Events Committee.
What’s Reviewed Each Year?
The annual review includes:
Event descriptions & overview
- Annual topics for certain events
Eligibility requirements
Performance components & rating sheets
- Event administration, scoring, tie breaker, and penalty points
Submission guidelines
Equipment and technology rules and requirements
National-specific documents, requirements and procedures
Edits may reflect alignment with educational standards, industry feedback, event performance data, and input from advisers and state leaders.
When Are Updates Released?
FBLA will release the updated Competitive Event Guidelines by September 1 each year. These updates are shared with:
All state leaders
The public via the FBLA website
Local advisers via official FBLA communication channels
This timing allows states, advisers, and chapters to plan accordingly for the school year and competitive event season.
What Other Resources are Released?
FBLA will also release supporting materials for competitive events each year. The timing of these updates is varied. These updates include:
Competitive Events Operations Manual
Annual Competitive Events Changes document
- Production Test Reference Guide (formerly known as the Format Guide)
- Competitive Event Preparation Resources
- Educational Alignments
Can States Customize the Guidelines?
Yes. While FBLA provides national guidelines, states have the flexibility to:
Customize event formats and procedures for state and district levels
Add state-specific requirements (e.g., submission processes or different deadlines)
Clarify logistical expectations for in-person or virtual events
We encourage all advisers and competitors to check with their state office for any modifications or additions to the national guidelines.
